HelpAge International: MEAL Officer, Global Impact team (Pakistan, UK or 11 other countries)

About this opportunity

HelpAge International works with a global network of around 200 organisations in 99 countries to promote the rights of older people. It is recruiting a MEAL Officer (Grade C, open-ended contract) for its Global Impact department. The postholder reports to the Global Impact Adviser.

The role can be based in any of these countries: Pakistan, the United Kingdom, India, Nepal, Thailand, Kenya, Ethiopia, Jordan, Türkiye, Italy, Spain, Tanzania or Zimbabwe. Kenya is possible only while HelpAge holds registration there.

The main responsibilities are:

• Frameworks: designing M&E frameworks, results frameworks, indicators and KPIs for global programmes and advocacy
• Accountability: building participatory monitoring and feedback systems
• Learning and evaluation: coordinating learning reviews and evaluations
• Rapid needs assessments: acting as HelpAge's technical focal point
• Planning and reporting: supporting annual business planning and donor reporting

Requirements

• Significant MEAL experience in international development, humanitarian or advocacy organisations (the advert lists 5–9 years)
• Designing M&E frameworks: theories of change, indicators and MEL plans
• Data analysis: strong quantitative and qualitative skills, plus digital tools such as Power BI, Kobo Toolbox, DHIS2 and Excel
• Advocacy MEL: experience measuring campaigns and policy influence
• Rapid needs assessments: experience coordinating them in humanitarian settings
• English: excellent written and spoken English, with the ability to quality-assure donor reports
• Partner-led programming: a commitment to its principles
• Desirable: another Global South language (such as Arabic, French or Spanish), and knowledge of ageing, disability or inclusion
