HEC Commonwealth Scholarships 2027–28: master's and PhD in the UK

About this opportunity

The Higher Education Commission (HEC) has opened nominations for the Commonwealth Scholarship Programme 2027–28, run with the Commonwealth Scholarship Commission (CSC) in the UK. It supports full-time taught master's and PhD study at UK universities.

HEC will nominate candidates for 26 master's and 30 PhD scholarships.

Deadlines: two portals, two times

You must apply on both portals. Missing either one means your application won't be considered.

• HEC portal: 20 October 2026, 4:00 PM Pakistan time
• CSC portal: 20 October 2026, 16:00 UK time (8:00 PM Pakistan time)

Because the HEC portal closes first, treat 4:00 PM on 20 October as your real deadline.

Who can apply

According to HEC's announcement:

• Pakistani or AJ&K nationals who are permanent residents. Dual nationals are not eligible.
• Master's: first division in a 16-year bachelor's degree in a relevant field
• PhD: first division in a 17/18-year master's, MS or MPhil in a relevant field
• No second or third division in the terminal degree
• Minimum score of 60/100 in the HAT test (categories HAT-I to HAT-IV)
• No upper age limit
• Candidates awaiting results can apply if final credentials are submitted by August/September 2027

What it funds

Commonwealth Scholarships generally cover tuition fees, travel to and from the UK and a living allowance. Check the CSC website for the full details of your scholarship type.

How to apply

1. CSC portal: apply for the Commonwealth Master's or Commonwealth PhD scholarship.
2. HEC portal: apply at scholarship.hec.gov.pk under "Learning Opportunities Abroad".
3. Check that your HAT score and degree attestation are ready before you start.

Results are expected in July 2027, and studies begin in September or October 2027.
