UNESCO Institute for Statistics: call for an implementing partner on SDG 4.1.1 learning data

About this opportunity

The UNESCO Institute for Statistics (UIS) is the custodian of SDG 4 indicators, including SDG 4.1.1: the share of children and young people reaching minimum proficiency in reading and mathematics. UIS is seeking a not-for-profit implementing partner (reference CFP-UIS-RMLO-2026) for two linked objectives:

1. Independent technical review: assess whether country-submitted evidence meets the technical criteria for using an assessment to report on SDG 4.1.1.
2. Country support and capacity building: help countries apply the criteria and strengthen their national learning assessment data.

Activities are expected to start on 1 December 2026.

Who can apply

Not-for-profit organisations with expertise in learning assessment comparability, educational measurement, standard setting, proficiency frameworks (including the Global Proficiency Framework) and reporting methodologies.

How to apply

The call package (Form 7-20 and four annexes: terms of reference, partner identification form, evaluation grid and the partnership agreement) is on the UNGM notice. UIS asks applicants to acknowledge receipt and confirm whether they intend to submit by emailing [email protected], which is also the address for questions. There is no fee to take part.
